&quot;Under Council’s Local Activities Law, street art on buildings can be displayed legally with required permission from the property owners and occupiers through the street art permit system. Only the property owner or occupier can apply to Council for a permit to display street art on their property. It is important for artists who wish to create street art to liaise with the owner or occupier of the proposed site to gain the required permission. There is no cost to apply for a street art permit, and a permit application can be made for artwork which already exists. 

It is the responsibility of the applicant to inform the local community about the proposed street art by placing a &#039;Notice of an application for Street Art&#039;. This notice will be provided by Council and will need to be displayed on the site for 14 days inviting comments to Council. A panel of Council staff and community representatives will asses the application and consider it in light of amenity impacts, community feedback and compliance with permit conditions. Once a permit is issued, the legal street art will be identified by a permit number displayed on the site. Permits will be valid for up to three years and will contain a number of conditions which must be met over the period.&quot;</description>

		<description>Yes indeed, Tom Waits graffiti, and sanctioned by the City of Melbourne Tom Waits graffiti. Some of the stuff is really good. Not sure about the guy with the orange hair. If anyone wants to see the graffiti most of it is in Union Lane.</description>
