Recalling that green groups in Australia have generally rejected the CPRS, and overwhelmingly because of the targets, I think it likely that some of the 32% of respondents who said “strengthen the scheme” actually consider themselves opposed, but chose that option to indicate the nature of their opposition.
Still, thanks for posting this, it’s great to have some data on public opinion.
It’s an interesting question. I view the targets question as a proxy for wider discontent and essentially meaningless – the devil is always in the detail. (cf. F. Muller)
Read as:
“Strengthen the scheme by setting a higher target”
Here we go from Rudd’s 5% to whatever…lets assume the EC’s view of potentially 40% .. on a good day. You would have to concede it’s a wide spectrum for a polyglot 32%. I’m not nit-picking, just wish there had been scope for those with an extremist view which might have boosted the “people who back the CPRS”… beyond 65%.
Bear with me while I commit a psephological sin or two …
Even if you take Labor’s “lowest” figure – their primary vote, and compare that to the Coalition’s “best” figure – their 2pp vote … you get 52:38.
Statistically nonsensical, I admit. But it’s heartwarming because, no matter how you might falsely stack the numbers in their favour, the Coalition are stuffed. Rooted.

No. Less than one-third (32%) want “stronger targets”. A political machine operator would look at those figures and conclude that 68% of the population did not support the GREENs and Left-ALP push to raise the target. Including 35% who were against operational versions of the scheme.
