I think we need to consider adopting a binding per capita carbon emissions target.  This would make the playing field level, poor developing nations can increase their emissions up to the level, while developed nations must make very big cuts.  China would need to make some cuts and stop their raised emissions trajectory.</description>

		<description>A lot of the issues with the &#039;danish text&#039; were posturing, it wasn&#039;t anywhere near as bad as the Guardian article made it out to be.
